In war, one would be a fool to take an army of equal men into a battle just because the other army only has that many people.
Take the larger picture:
You can also look at it this way. Take the empire as a whole and the village. The Empire has more land, more citizens, and a larger army. Ragers are just one village. Once in awhile, ragers band together and fight Empire. Somethings they face a large army and die. Sometimes they make a precesion attack at the right time when the empire is spread thin (i.e. no players are now). They used better tactics to defeat a larger enemy.
