Maybe it's just me...although I usually thought I was the one who had abnormally high standards, but I don't think this description is that bad for empowerment. Yes, I can see it being weak for an empowered hero. But if I were and imm and showed up to see a rank 5 guy, described like that, looking for empowerment that sounded like he had a clue I'd empower him. And I can see how you'd forget to go back and make sure he beefed it up later. Not to mention breaking character to tell someone their description needs work is awkward.
