Like any old imm (who has spent 1000+ hours in immhood), it's a matter of mood. Some days they'll be in bad mood (you shouldn't even try), most days they'll do their jobs (means hardly they'll speak to you), a few rare days they'll be in good mood and open an exception to you.
If I'm not mistaken you could seek Nep for that too.

The best way to be inducted by one of these imms is let clear your intention and then attract their attention by rping, not praying. If you succeed you'll either be called/transfered to their shrine for interview or inducted where you stand. Again, it's the _best_ way, there are others.
