I believe the preferred method of achieving this result is to send up a pray which includes the following... "Hey, I want you to set this skill to 0%, and give me a train in exchange. And has anybody seen Shokai, I've been trying to get empowered by him all day!??" This will probably help you with forgetting the skill (which is the only real way, barring being hit by a pfile bug), whether you get a train out of it is iffy.
