I would say everybody can look at corpse and see these marks.
Why arbiters are special ?

To check who is attacker I usialy ask victim who killed her.
People rarely lie about it. If I am not certain I just would not flag.
So I do not really think that arbiters really need proposed skill.
Plus it does not give 100% proof.
