Swist: Certainly somebody that finds a corpse in real life might be able to look over a corpse as well, but only a forensic pathologist or somesuch would be able to link a wound to a particular attack. Being that it's in the arbiter's duty to see hundreds and hundreds of corpses this specific information would be gathered over time. As far as lying witnesses go, true not all lie, but some do. Karyu: I realize that it's attacking in town that is illegal, but if you have no other evidence other than a corpse then as it is you have little to go on but hearsay and the corpse itself. Arbiters can't always be in town, sometimes they have to arrive on the scene well after the fact. They arrive to an empty corpse and one witness that may either lie or tell the truth. It's illegal to kill somebody anywhere in the United States, but how often does a police officer hear the cry for help? Not very often, therefore it's DNA evidence, profiling, witnesses, interrogation and so forth that piece the crime together. Obviously arbiters don't even know what the hell DNA is so they have to rely on the other things. Addition to the ability: Old corpses yield less information than fresh ones. Decay, weather, vultures and other creatures, and so forth reduce the reliability of the corpse's examination.
