The big question is: Is it based upon the level of the item held, or the mob. The answer to that is the mob - my rank 15 was able to request a (previously disarmed) sword of honor from a lightwalking mob. The next question is , what level diffence between you and the mob. The other answers may be correct on here - all I know is that I can request green spiked equipment for the first time at rank 23.
