I have noticed some things about improving:

1) First of all your class strongly affect how well you learn curtain things.
It is pain in a butt to improve weapon skills for mage. And it is quite easy
do to it for my fire giant.

2) Improving goes in waves - if you see improve if you immideatlly
go to fight and perform some commands (trip,dirt,cast spell etc)
chances you get improves in them too.

3) Time of the day in game affects how good you are at learning : for
me early mornings are the best for it.

4) Do not repeat same skill/spell over and over again. It slows learning for some reason.
Try to vary several of them.
