Yes, certain materials are harder to break, but the reverse is also true, if the axe wielder is using a nice hard material than it's easier to break your weapon.(wonders if what he just said makes sense.)

Somebody told me dragon bone was the hardest material, i think titanium is up there as well.

Also, daggers cannot be broken.
