Is it global summon? No.
Do you type c 'summon' soandso and do they come from Icewind Dale to the Palce? No. It's a lot more involved than that.

BUT, some of the restrictions on them are not functioning properly.

It says in the helpfile that nightgaunts do not go underwater, and cannot travel long distances.

I was nightgaunted from the underwater section of kuo-toa, where I was hiding to explicitly AVOID a conjurer whom I thought might be trying to gaunt me, to the maze in Shire. That's... harsh. I've been on both ends of it, and it's harsh.
