If the most powerful supplications only belonged to the tattoo'd. For example, the shaman can only rot and wither and maybe demonfire if he bears a tattoo from his lord. So the tattooed priests *really* were the chosen disciples of their gods. If you eliminated empowerment, but reserved the most powerful supplications only for the tattoo'd, I imagine 1. you'd have the same effect as empowerment, 2. an easier way to be sure you're giving clerical powers to the people you really approve of (lots of opportunities to snoop the levelling tattoo hopefuls and check them out), and 3. a wonderful reward for roleplaying. Maybe make every religion have a really cool high level supplication instead of the invokes, also. Just an idea. It comes about from the clerical character I'm playing right now, and some observations on people who are empowered, people who have tattoos, the poor saps that are praying for empowerment, and the noticably different levels of how well all the above roleplay and play in general.
