I think you miss his point. He is saying that by making pacifism(and the maran philosophy) the only viable rp sanctioned by the gods...it stagnates the rp of lightwalkers by in essence invalidating a number of other options lightwalkers can otherwise choose in their rp. This stagnation of rp, not lack of killing power, is what leads people to roll up evils, escpecially for empire where you can basically have whatever rp you want as long as you pay lip service when superiors are around.
