You basically whined about, what? The Emperor not showing up. Aww, poor baby. What about the other Cabals? Entropy doesn't even have a leader in the first place. You want to change how often Sevietrem shows up? Make a citizen and become Emperor. Whining on the forum under an anonymous name is nothing more than an annoyance for the forum readers. I don't want to open something entitled, "Leader of Empire" only to find someone ranting. Your post helps no one, and provides no entertainment.
