Actually, last few leaders have strongly encouraged people to get
ranking. Heros when available often help the high 30's and 40's
get up to hero. Some people linger around 40's, learning new spec
skills or kicks, but most rise pretty quickly. There are a few
members that have terrible con around 30 already and just refuse
to waste what's left of their short life leveling.

I think every cabal has some people who never seem to go anywhere.
