I have had to dismiss cases where I, as a player, knew without a doubt that certain people did the crime. But unfortunately, without the proper proof, there was no real way for my character to be sure. And now with the Ragers causing more havoc than any entropy I have ever seen. Killing arbiters over mages and such, it makes it so much harder. My character hates it when he has to dismiss a case where someone died. It hurts him badly. So don't get pissy at arbiters unless they really pull something.
