The wording of that rule is from a time when the PK range code wasn't as solid as it is now (please, no counterexamples). I vividly remember Nazmorghul raiding Knights with several charmed breathing mobs. He killed all the Knights, in range or not.

The Arbiter cabal is meant to be able to attack criminals out of PK range. I'll be sure to change the file as soon as I've nothing better to do.
