If I had atomics as an Emperor, I am sure I could level the village, tower, grove, all of it. The savior of the world, as you put it, is rarely, in almost any novel, perfect. Otherwise, what's the point? None of them win every battle, and all of them take their lumps. There is no drama if your hero has no real opposition. Therefore, role up the savior of the world... just don't expect him to win every fight.
