First, Imms don't choose the War Master and other Council positions in the Empire... the others in the Council do.

He's Empire, he doesn't want threats on his power. This is quite reasonable. Hide your intentions better.

That's his right as War Master. Don't you think a War Master should have better things to do than reequip for himself?

Actually, he's on by himself a good amount. Most times when I see him around, there's only perhaps one other Empire hero.

As for the rest, I don't have enough personal exposure to him to comment.
