The so called learning block is probablly him not paying attention to his cabal powers. Secondly Master is about a love of magic and knowledge. If you have a choice between killing a rager and learning a spell you should learn a spell. Third there is a spell requirement now in Master. The person being talked about is also a hero. How can you call yourself a hero in your guild and a student of magic and not have your magic perfected? I realize this goal is a little high which is why I didn't require it for the whole tower, but it is something to think about.
