I had a run where I summoned 5 luminous archons in a row, all with 1000 mana pumped in. I tried once in my guild, once in Asgaard, once in Arial City, once in the Temple of the Sun, and once in Talshidar Caves. All of this with 19 charisma. Then I went and requested the fur-lined boots from the bard in Frigid Wastes which gave me 23 charisma and I tried again in my guild with that same 1000 mana and got a transplendant. Go figure.
