Anyone that drinks the elixir rolls the dice. Does everyone get the exact same chance when the dice are rolled? No. Several factors (and no, I'm not going to list them here) determine how the roll is modified. Could there be two Entropy liches? Sure. There could be ten if things worked out that way. I'm actually somewhat surprised the last several (that I know of, at least) have succeeded. I'm no master of probability, but if I were one of the next few I'd be worried I'd get the bum roll that's bound to happen soon.
