The Empire is based upon numbers and cooperation between sects. The immortals have made it impossible to assist citizens of another sect in any way. The Empire is only strong when all the sects work together yet the immortals will not allow them to work together. Powers geared for cooperation and sect laws against inter-sect cooperation. When you can not rely upon help from other sects, citizens basically have no power.
