It isn't.

Success of character is all about taking an IDEA for an individual, and following it through. Staile believed strongly in the concept of Justice, and that it was the responsibility of the Arbiters to protect the public of Thera, and bring criminals to justice.

Backing down simply wasn't an acceptable option.

But regardless of the character's idea, I refuse to believe that a character can be measured simply on how well he managed to combat BattleRagers. No, neither Staile nor Quintius were a true 'fear' in the hearts of 'Ragers; though both scored victories. It simply isn't a balanced fight.

But the important thing is that several of the Arbiters -- not just one, or two -- fought those fights, as their characters would have.

I have seen Quintius, Bevrolmx, Staile, and Kennan eat it just as often. You have to remember it was not just you sending Arbiters back to the pit naked, there were plenty of other villagers dealing out enough pain to do the job. Staile never backed down from what I saw.
