I think there are 2 big reasons why people play arbiters.

1) EQ hungry looters, people that once spent all their time chasing yells, looting, having sex with the swarthy merc etc.
They then make an arbiter because they see this as the easiest way of getting eq because they obviously lack the ability to kill people properly or the patience to get it from mobs.

They therefore will put what they wear over their roleplay. The only time they will likely return eq to a small offender is if they are currently wearing better stuff. If they are naked and it was your first offense then good bye eq. Now i dont base this on 1 char, i base this on 10's of chars. (All my chars except 1 arbiter broke the law quite a bit, i also like making chars specifically to kill arbiters due to the serious lack of people willing to do this, including neally all barons.)

These people think eq is everything (I think pking is everything). These are the same morons that when they die to you, say well, i had no gear, thats why i died. Sorry bud, but your skills were shit, thats why you didnt tank me. They make bad arbiters obviously as they concern themselves too much with eq.

2) People who often find them selves getting pked alot, they may have the patience to get eq from mobs, but everytime they do, they die and lose it. So they make an arbiter for the protection. These people often lack the experience to properly understand the laws and the game mechanics related to them. They make the worse arbiters, newbies with power.
Then there is the smarter players who play arbiters for protection. They are power seeking gutless wimps (see guerric) and often like hastur mentioned, they talk down to you if your roleplay is not up to scratch, often just talk down to you anyway (specially if they have an immortal).

As for looting eq you dont need, in general, not just arbiters.

I like to not take things i dont need, not because of honor (fuck honor :P). But for 3 reasons.
1) says, you can have your stuff back and you still wont kill me.
2) says, i dont need the power trip of taking eq, i kill enough people that i am quite satisified.
3) says, i have played that many chars, that eq is old, spares are for people who have not seen this eq 3 millions times before.

Obviously, if the person is particularly annoying or really pissed you off in some way, you sac their eq.
