You can still scan while in the air, as all air forms have a greatly increased scanning distance. My hawk form had a max scanning range of about 7 rooms on the ground, and I think one in the air. I don't know how far an albatross can scan. Minor air forms cannot fly up out of guilds, cabals, or from inside. They have to be out in the open, away from from guild/cabal entrances, and in an area that isn't norecall. When you are on the ground, you can flyto any player, no mobs whatsoever, and the player must be away from cabal/guild entrances, outside of any buildings, and not in a norecall room. You also must be able to see them, obviously. If you are unfortunate/stupid enough (whichever the case may be) to get into combat with a minor air form, you will find that you cannot simply fly out of combat. That is something reserved for air majors. If you're in combat with a minor air form, you must still flee in the normal fashion. Once you are out of combat (assuming you survived and were actually able to flee), then you can fly or flyto as needed. Once you get your major air form, you will find that everything works better. While in the air, the WHERE command will work for you, and it'll show everyone normally visable to you who's in the area directly below you, or who's also anyplace in the air (other air forms, major and minor, reguardless of where they are in the air). With a major air form, you can sit in the air and flyto someone who's down below, so long as they are not in a cabal. You can flyto players in buildings, guild entrances but not past the guild guard, and even many norecall rooms. If you flyto someone in a norecall room, don't expect to be able to fly back out. Once you flyto them, you'll likely have to get back out in the normal fashion. Major air forms can also fly up from inside guilds and cabals (including the rager cabal), and from inside most buildings. You cannot fly up from most norecall rooms even though you can fly into most of them, and you generally cannot flyto while already in a norecall room. Air majors can fly up while in combat, but still cannot flyto while in combat. Major air forms generally move much faster than minors while in the air, deal alot more damage, dodge better than minor forms. Air major are no longer the pk brainlessly machines that they used to be, however, because of the fast flyto, if you have sufficient preparation, and fight with intelligence, you can still pk well with them. I would suggest you don't get too cocky just because you have a major air form though. Anyone who's delt with them alot is going to know all your weaknesses, and certain weaknesses will make you powerless to continue the fight, once they've been exploited. I'll leave you to figure out those weaknesses for yourself. Also, each air form has it's own strengths and weaknesses. I won't ruin the fun of it by explaining them here, but you'll learn quickly enough one you have the form and try it out a bit. I don't think I left anything out, aside from that which I've just stated, but if I did, others can feel free to fill in the gaps.
