As a wood-elf, you don't have a true "sneak". You have "quiet movement", which is like the ranger skill. Its most useful application: people can't tell what direction you fled in, if you are outdoors.

As a bard, you get normal "sneak", like a thief or assassin. People will not see you enter or leave rooms. If they haven't been watching their "where", this is a very good way to get the drop on someone else with, say, a sleeping song. -Always- have sneak up in terrain that allows it. (Cities, roads, trails, etc. Experiment... you'll get an echo when you move into an area where you can't sneak.)
