Imagine arbiter gets taken over by a whole horde of necromancers, anti-paladins and other assorted nasty-doers.
Surely it would restore hope in the lightwalkers that they (the non-dawnies) were not alone in their battles against these people, whether these battles be in or outside of town.

One way to bring hope to the lightwalkers is to fight alongside them, not just provide support from the sidelines.
