It's not that healers aren't allowed in Scarab. I can name at least two.

Thing is, there are two Immortals who empower/induct Initiates. One of these has a religion that involves going out personally and handing out some whoopass. One doesn't.

It's going to be really hard to get empowered as a healer in any religion that emphasizes destruction. A shaman's gifts are much more suited to that kind of thing.
