an arbiter is a hero, if they're out of town, they're on a case... I'm not
objecting to that in a "no fair, cheating" way, but in character, my response
to a flag like that was to pretty much run amok in town, killing any arbiter
or mage who I saw.
be peaceful the rest of the time I was in a city. I attempted to make them see
that MORE crime occured because they objected to me doing my job than if they'd
just let me kill mages in town in peace. Obviously they can't really allow that
and stay an arbiter for long, but I can't sit and let mages run wild just because
of some other cabal's rules.

Again, nothing wrong with it, but don't expect a break from ragers
if you're a mage arbiter doing that.
best way to do that is to get the book and keep it, so you can kill at will.
