#2: let's consider the possibility that
the person holding the interview or inducting
the new citizen failed to emphasize the
importance of the oath.

#3: Noone has considered the possiblity
that the character had personal reasons for not knowing/remembering the oath. Maybe
he does remember it and has better reasons
to not state it upon command.
