I have a few Ideas to revamp the servants of the dawn. First of all, the kabal should be divided into two orders:

Order of the Hope: Like the servants are now, exists to help others and spread hope and faith.

Order of the Morning Flame: Based on destruction of the darkness and all those who practice it, this order would be like Shokai’s relegion.

Dawn would, ofcourse, get an item; perhapse the 'Radiating Sunburst'. The haven would have to be changed slighty, to include two guardians, inner and outer, and make the phoenix MUCH better.

I havn't thought of powers yet, and am open to suggestions. But I feel these changes would make for a much more interesting world.
