I think in a note to Shokai, although I may have left it out. It seems
logical, Empire has like a sect for each class
with different powers...Let the peaceful Dawnies

Dawn powers and give the Maran some real powers
+succor of course which can be like the damn Centurions
that all Imperials get to play with)
