I think it also has a lot to do with the fact that there are millions of ragers hovering around rank 30, so it's very hard to rank a mage through there, especially when you can only group with other Imperials and bloodoaths. Then to make it better, the scribe hasn't worked for about 2 weeks, so the average Imperial doesn't know who's an oath. And since most ragers have no shame, they'll tell any lie to get you to come to them "Yeah, I quit battle, those fools... I'm an Oathed now." Add that to the fact that Imperial Imms randomly Anathema people just cause they want to, and you have the formula for a cabal no one wants to play.
