the emperor and sect leaders that all citizens keep
track of those people they oath. Send it to ONE specific
person who has an inclination to show up, and have
him post the list to the empire frequently.. updating
it as we go along. Give him the title Scribe of the Empire
er something. It's not a perfect solution, but it might
help.
to everyone so let the oaths know. I think make it a
directive from the Emperor.
