Yes, Istendil was Time/Fate, and tended to bludgeon people with it in interaction.

Istendil had a long history of talking to his enemies. That didn't mean he would necessarily try any less hard to kill them. Usually, this occured in tells, but on occasion happened 'in person' as well. It doesn't seem to be the norm on CF to be able to have a civil conversation or sit-down with your enemies, but it was the norm for him.
