That is not true, especially since you can use it several times. In a duel, where your foe isn't fleeing, I would definitely use kansetzuwaza, kotegaeshi and then nerve (or poison smoke), and then start to lag him when his health gets lower (gushing or something).
Of course taking his strength isn't that useful when he uses bare hands.
To prevent him from disarming, I would start out blinding him with dust (you can't disarm when blinded).
