Here's an idea relating to the posts below about empire and sylvan and all that stuff. I think that if one cabal has huge odds against everyone else, the imms should make some quest or something to keep people busy. This would work for both sides. Its no fun if you have overpowering odds and don't have to worry about anyone raiding, and not have to worry about dying during a raid. By having quests, it would split up the defending/attacking mass and give the lesser group more of a chance to do something.
