I suggested this below but no one really replied. I think a better solution would be to make cabal items harder to get. I mean make it random and risky to try to take an item. You are trying to raid a headquarters, a stronghold. Have mobs that represent the cabal help the guardian, guardian more protected, etc. I think overall, to much is placed on taking items. We all see the results of that. The side without the item all quits off. Now, the only time an item should be taken is if one cabal is just so far over powered that the rest deserve to die. Next, give cabals over goals besides going directly after the cabal hq. Why not split Thera in grouped areas, like small kingdoms. Each cabal tries to claim and hold on to certain kingdoms for various reasons. Perhaps the Kingdom of the Dwaves can forge power weapons that if the cabal holds, they gain that power. Nothing to powerful. Maybe some kingdoms hold some of the cabals powers. Like the imperial city can hold certain powers for the empire. Some give gold and other rare treasures etc etc. Next, immortals should get more involved and give quests to their cabal. For example, Dawn which seems a boring little cabal could go on small quests to free enslaved people and such. Maybe unknowily to both Empire and Dawn. It drawns them to the same area of interest. And the fight begins. I am sorry, but the currect system is not working to well, most agree on that. Lets quit whing about it and post solutions.
