Because it works nicely already?

If you make it harder to get items, that is
going to make the problem worse.

If you make it harder to get items, you need
to make it harder to retrieve as well .. and
thats at the root of most peoples complaints
as is. "Ahh, I can't retrieve against two
people in my range, woe is me! other char>"
