I say make it easier to retrieve.....perhaps have some of the same mobs that protect the the inner guardian and appear and ralley around the hero taking the outter guardian.
The whole cabal system does not need to circle around getting other people's items. Why not concentrate on their main goals.
I do think, however, the inner should not be aggie. That way heroes can flush those cabal hidders out. Cabals items can be hard as shit to get, but the cabal itself will lose some of it's safety.
