They take the word of people who heard "A" yell in galadon saying someone attacked them, no arbiter around to say if its true or not and yet he flags you anyway. With one witness, quimtr who was asked to lie on someone elses behalf, I know for a fact. Just because the fool wanyted me flagged and couldn't get it done by fair means.
