I could be wrong.. but here's my take.
The conjurer isn't creating elementals from nature, or as someone below suggested, allowing spirits to aid them. They're pulling life-forces (elementals,smoke mephits, nightgaunts, angels, whatever) from other planes of life. I don't believe this to be natural.
