Arbiters aren't a power cabal. You can't outmatch them, because the Arbiter cabal and its powers are rated on an entirely different scale. Battle's powers have always "outmatched" the Arbiters' in the respect you're suggesting. It doesn't matter, however, unless some cabal gets powers that somehow hinder an Arbiter's effectiveness in producing correct judgements and doing proper investigation.
