Fire and Ice is always illusionary in nature. The differing damage messages reflect differences in how real/powerful the victim perceives the effect to be--it is possible (with a sufficient number of targets) to see fiery illusion, ball of fire, and fiery doom, for example, on a single performance of Fire and Ice.
