Ok the only real way to find out who is oathed when you are oathed is to ask an imperial. Ask someone from the sect that you would be joining and they will more than likely answer you if they can. As for knowing who is imperial, it gets around and you can pretty much figure out who is and isnt because they travel in flocks. As for taking the bloodoath, just ask any imperial, and they will do it for you.
