If you were truly lawful, you wouldn't do harm to anything within the cities. I see nothing wrong with a paladin who kills a lich in town.

Saying that a paladin shouldn't ever attack an evil in town because they are lawful is like saying an arbiter shouldn't attack a criminal in town because they are lawful.
The evil is a leech on good, law-biding, land owning citizens of the town, and should not plague the town with it's presence.
