I agree with a good portion of what you said, but your focus on the Empire is ill advised. Every cabal has idiots in it, that's just the way it is. There are ragers with zero roleplay, Barons who think attacking in town is enough to make them "zany", and even some moronic Warders with zero roleplay. The thing that makes the cabals interesting, even Empire, is that there are almost always a few excellent roleplayers. Empire tends to have more idiot, but that's a result of greater numbers, and mass inductions. Is it so difficult to ignore the fools and concentrate on those that make player interaction worthwhile?
