It doesn't seem right to have a character be born a vampire - vampires are usually portrayed as ordinary people who become vampires in some manner.
If vampires are to exist on CF, becoming one should be a transformation similar to liching, but for any class.
They would need to happen only at hero or near-hero levels, and be *at least* as rare as liches; otherwise they lose their interest.
I imagine the transformation would increase the character's strength, dexterity, constitution, and charisma, and perhaps grant a special power or two. (Perhaps a limited charm-like effect or something? Just don't let 'em turn into bats... warriors with increased str and dex *and* flyto... *shudder*)
They would "eat" only from PKs, and if not evil at the time of transformation, they would gradually change to it. (e.g., goods turn neutral after 5 feedings, and then evil after another 5).
Vuln to light, holy, and fire, resist neg., damaged by being outside in daytime, etc. etc. etc.
