You have some good ideas, but it's all subjective. I think the minimum rank 15 rule is good for cabals. And each cabal should have some ground rules, but most of the cabal should be led by the leader of the cabal. If an Empire wants to let a citizen slide a couple times, that's his choice as leader.
I think mortals should have more power to make decisions like that. Do you think an entire world wouldn't eventually get upset if all societal rules were made arbitrarily by immortals who never talked to them?
