it all depends what you want and because mercs are pets it means that a merc cannot be better than a pet.

If what you want to know is if the mercs from merc hq in galadon are better then pets from the pet shops then the mercs after the dwarf are better.

The best merc in the game is not in seantryn.
the best merc there is an enslaved arial lord and he is okay but don't rely on him as your only way to win
the highest ranking merc is the giant mercenary from galadon and it is okay cause it has a reasonable amount of hp and can take blows for a while
the best merc is only rank 22 and is found across an ocean
the best merc will head butt dirt bash kick and trip in combat and has a charge attack that generally does mutilate through dismember.
Any decent warrior when useing this merc can take out any single person in the game (cept maybe bards(when they sleep) or necros and conjurers(damn those charmies can leave a mark))
